土地利用总体规划实施评价研究——以天津市为例

Evaluation of implementation of overall land use planning——a case study of Tianjin city

为了解《天津市土地利用总体规划(2006—2020年)》的实施效果,及时发现问题并进行相关调整,将2006—2013年天津市土地利用现状进行统计、对比和分析,结合天津市土地利用总体规划实施情况和评价需要,基于土地开发利用程度、土地集约经营程度、土地利用综合效益3方面21项指标构建规划实施评价指标体系,利用功效函数模型和层次分析法对规划实施进行分析评价,并针对问题提出相关建议.研究结果显示:土地利用总体规划实施综合评价值为0.71,说明实施综合效果为较好等级水平,其中天津市土地利用开发程度因子、土地集约经营程度因子和土地利用综合效益因子的值分别为0.866、0.764和0.549.结果说明本轮初期土地利用总体规划实施和监管效果以及土地集约经营程度较好,而土地利用综合效益处于一般水平,部分指标仍有较大提升空间.因而应在保障经济平稳发展的情况下继续合理控制建设用地规模、加强耕地保护,在完善相关措施的同时加强生态用地保护.

In order to know the implementation effect of General Land Use Planning in Tianjin （2006-2020） for finding problems in time and adjusting relevantly, the land use status of Tianjin from 2006 to 2013 was performed statistical, com- parison and analysis, and the index system was constructed combining with the implementation and evaluation needs of overall land use planning of Tianjin based on 21 indexes of three aspects including land use development, land intensive management and comprehensive land use efficiency, in order to analyze and evaluate the planning implementation using efficacy function model and analytic hierarchy process, and to make suggestions for the problems. The results show that the value of comprehensive evaluation is 0.71, which illustrates that Tianjin has performed well during the evaluation period, and the values of the degree of land use development, intensive management of land and comprehensive land use efficiency are 0.866, 0.764 and 0.549 respectively. The results illustrate that effects of supervision and implementation and intensive management of land are good in the beginning of this round of implementation, while comprehensive land use efficiency is just in general level, and some indexes still have a large room to improve. So the scale of construction land need to control- ling and protection of cultivated land need to strengthen while economic progress. The protection of ecological land should be also strengthened while optimizing relevant measures.
