Promoting the Modernization of Governance System and Governance Capacity of Yunnan by Legal Thinking

本文基于法学的视角,对治理体系和治理能力现代化的概念及内容进行了梳理和论述。在此基础上,本文认为法治思维与治理体系和治理能力现代化之间不仅具有目标上的一致性,还具有功能上的互补性,并结合云南省地方治理的现实需求和法治运行的客观规律,具体探讨了如何以法治思维推动云南治理体系和治理能力的现代化。

From the perspective of jurisprudence, this paper discusses the concept and content of modernization of governance system and governance capacity. On this basis, we argue that the legal thinking and the modernization of governance system and governance ability are not only consistent in the goal, but also complementary to each other in the function. Then, combining the reality demand of Yunnan＇s local governance and the objective law of legal operation, the paper explores how to promote the modernization of governance system and governance ability of Yunnan province by legal thinking.
