宜昌特大城市建设进程中失地农民市民化问题初探

On Citizenization of Land-lost Farmers in Process of Constructing Yichang into a Mega city

在宜昌特大城市建设进程中,城郊大量农村土地被征用为建设用地,农民被迫失去土地并成为制度范围内的城市市民。失地农民的合法权益不能良好保证,对失地农民实施征地补偿、拆迁安置和社会保障考虑欠周,大量失地农民进入城市后可能因生活困难而逐步成为边缘群体。通过访谈典型失地户,从完善征地补偿机制、完善失地农民再就业培训和完善失地农民社会保障三方面提出对策建议。

In the process of constructing Yichang into a mega city, a great deal of village land in the suburb has been expropriated for construction. Farmers were forced to lose their land and become citizens. Many of them may live a hard life and become marginal population due to the deficiency of legitimate rights and interests, land requisition compensation, resettlement and social insurance. The author interviewed representatives of those who have lost their land and presented countermeasures from the three aspects of perfecting compensation mechanism, farmer＇ s re-employment training and social insurance.
