Philosophical Reflection on Administrative Ethics Anomie and Its Technical Solutions

行政伦理是行政主体在公共事务的处理过程中所应遵循的道德规范要求。通过深入剖析实证主义及整体-个体、主体-客体二元对立的潜在缺陷,从哲学视角揭示行政伦理失范产生的思想根源和理论特征。同时,借助"互联网+"和大数据分析等智能技术的飞速发展,从政务管理信息化、反腐倡廉电子化和行政伦理监督网络化等层面,提出解决行政伦理失范的新的技术路径。

Administrative ethics is the moral norm that administrative subject should follow in public affairs. By dissecting the potential defects of positivism,whole-individual dichotomy and subject-object opposition,this paper reveals the ideological roots and theoretical features which cause administrative ethics anomie of public servants from the perspective of philosophy. Taking advantage of the era of ＂Internet ＋ ＂and intellectual technology such as big data analysis,from the three directions of informationization of administrative management,electronization of anticorruption and advocacy of a clean government,and networking of administration ethical supervision,the paper propose a new technological path for solving administrative ethics anomie.
