摘要
中国援外要以"一带一路"为契机,带动中亚国家共同打造"丝绸之路经济带"的物质根基、安全根基和社会根基。近年来,对外经济援助效益的有限性在中亚地区逐渐凸显出来,中国以经济为主的援助手段难以给"丝绸之路经济带"建设带来足够的政治和安全保障。中国援外应当制定国别援助计划,推动哈萨克斯坦"光明之路"计划与"一带一路"进行战略对接,支持乌兹别克斯坦提出与"一带一路"相对接的国内发展规划,增强对中亚其他国家的政策引领和援助合作力度。
Taking the opportunity of the Belt and Road development, China' s foreign aid should drive, together with Central Asian countries' effort, to jointly lay the material, security and social foundations for the "Silk Road Econom- ic Belt". In recent years, foreign economic aid has been saliently limited in its effectiveness in Central Asian region, such that China' s economy-oriented aid found it hard to bring along political and security guarantees to the Silk Road Economic Belt development. China aid shall formulate state-specific assistance plans, in order to promote the interface of Kazakhstan' s "Light Road" with "the Belt and Road" strategy, support the connection of Uzbekistan' s domestic development plan with the "the Belt and Road" strategy, and strengthen the guidance in other Central Asian countries' policies and deepen aid cooperation.
