高校质量工程管理效能提升的策略

Strategies on the Management Performance Improvement of Quality Project in Universities

"质量工程"全称是"高等学校教学质量和教学改革工程",是经过国务院批准设立的一项重大战略举措,其核心内涵是全面提升高等教育质量。自开始在我国各地高校实施以来取得了非常好的效果,为高校质量建设与人才培养提供了必要的保证。由于责任主体多元,目标与任务的类型及层级多,项目管理在政策执行、立项评审、过程监管、绩效评价及成果推广应用等方面不同程度地存在问题,制约了管理效能的发挥,需从政策引导、评价导向、监督模式、绩效激励和效能发挥等方面予以完善。本文主要探讨高校质量工程内涵及遇到的问题,并给出一些质量工程管理效能提升的策略,以期为高校质量工程顺利实施和发展提供经验,最红结合案例验证高校实施质量工程后的效果。

＂Quality project＂ stands for ＂high school teaching quality and teaching reform project＂. It is a major strategic initiative approved by the State Council, its core meaning is to enhance the quality of higher education. Since this work was carried out in colleges and universities, it has achieved very good results and provided the necessary guarantees for the quality of construction and personnel training. Because the main body is polyphyletic, the types and levels of the objectives and tasks are too many, the project management has different-level problems in policy implementation, project evaluation, process supervision, performance evaluation and results promotion and application. It restrictes the management efficiency and needs perfection from the policy guidance, appraisal guidance, supervision pattern, performance incentive and efficiency play. This paper mainly discusses the connotation and problems of the quality engineering in colleges and universities and put forward some strategies for improving the effectiveness of quality engineering management to provide experience for the smooth implementation and development of quality engineering in colleges and universities. Finally, combined with the case, the effectiveness of the project quality after the implementation is verified.
