On Modern Japanese Consular System in Changsha

20世纪初,清政府在列强的胁迫下,开放长沙为通商口岸。各国为进一步攫取在湘特殊权益和条约特权,相继在长沙开设使馆。其中,始终充当急先锋的日本,率先设立领事馆和警察署等机构,构筑了相对完备的领事制度体系,搜集有关湘省经济、政治等在内的各种情报,为日本侵略长沙乃至整个湖南提供了方便。

The Qing government forced to Changsha as Treaty Port under the stress of powers finally in the early 20 th century. Various countries subsequently opened the consulate in Changsha, for the sake of seeking special interests in Hunan and seized a package of unequal treaty privileges. In this process, Japan always acted as daring vanguards, taken the lead in setting up the consulate and the police force etc, constructed a relatively complete system of consular system, and collected relevant various intelligences about Hunan province, such as economic, political and so on. It provides convenience for the Japanese invasion of Changsha and the whole Hunan.
