预防接种证查验关口前移方案实施效果评价

Implementation and evaluation of beforehand inspection scheme for vaccination certificates

目的针对在既往《预防接种证》查验工作中存在的无法达到提高学龄期儿童疫苗接种率预期目标等问题,需要设计一套新方案。方法新方案的关键点是将招生单位收取《预防接种证》统一改为收取预防接种单位出具的《预防接种针次完成证明》,使《预防接种证》查验关口前移,由预防接种单位及时核查儿童基本信息、补种相关疫苗;新方案被扬州市卫生局、教育局采纳并联合发文于2014年在全市实施。结果新方案实施后相关疫苗接种率提升明显,其中白破二联接种率本区2013年6—8月为53.1%,2014年同期提高到84.8%;扬州市从2013年的56.1%提升到2014年的85.0%。结论新方案有效提高了疫苗接种率。由于这一方案所解决的问题在各地具有普遍性,因此可供参考推行。

Objective To design a new scheme to solve the problem of vaccination certificate inspection work.Methods The beforehand inspection scheme for vaccination certificates was designed and implemented in the enrollment units that received the completed vaccination proof issued by the prevention unit instead of the former vaccination certificates in Yangzhou City, 2014. Results After the implementation of the new scheme, in Guangling District, the total vaccination rate of diphtheria tetanus vaccine increased from 53.1% in July-August, 2013 to 84.4% in the same period of 2014,and in Yangzhou City, the rate increased from 56.1% in 2013 to 85.8% in 2014. Conclusion The new scheme, beforehand inspection scheme for vaccination certificates, has a good effect on improving the vaccination work.
