高等职业教育质量评价观及政策保障体系构建

The Construction of Higher Vocational Education Quality Evaluation Concept and Policy Guarantee System

高等职业教育在经历大规模快速发展后已经进入质量的全面提升阶段,从规模建设走向内涵式发展道路,质量保障已经成为我国高等职业教育发展的主题。在注重高等职业教育质量的过程中,要树立科学的高等职业教育发展质量评价观,明确其基本维度、内涵功能以及价值取向。我国的高等职业教育质量评价政策经历了普通高专转型阶段、高职规模扩张阶段、形成长效机制阶段以及全面质量提升阶段。在发展过程中,我国高等职业教育质量政策保障存在政策完善性、操作性、有限性等问题,应从实化细化政策、丰富高等职业教育政策法律、加强政策执行监督等环节来构建提升我国高等职业教育质量的政策保障体系。

Higher vocational education has entered an overall quality promotion stage after a rapid development,which has transferred its attention from development scale to quality improvement. In China,quality assurance has become the theme of higher vocational education. In the process of focusing on the quality,the scientific concept of quality evaluation should be set up firstly,with clearly basic dimension,function and value. And China＇s quality evaluation policy has experienced the transformation of ordinary colleges,the higher vocational scale expansion phase,the long- term mechanism formation and the comprehensive quality improvement.In the process,policy integrity,operational,limitations and other problems still exist. Therefore,concerned policies should specialized,higher vocational education policies and laws should be enriched,the execution of the policies should be reinforced,policy guarantee system should be established to promote vocational education quality.
