Barriers and Strategies to Improve Modern College Governance

从国家治理、高等教育科学化发展、现代大学制度建设、高校体制机制深化等方面对高校现代化治理能力提升提出了要求。基于高校在治理能力提升中遭遇的宏观性、基础性、操作性、保障性障碍问题,主张构建多元主体共治、有序共融的治理体系,形成民主化的治理机制,构建分工合作、权责明确的现代治理结构,完善科学化的现代治理保障制度。

Requirements are raised for improvement of modern college governance from the following aspects： the state governance,scientific development of higher education,the construction of modern college system,and further reform of college system and mechanism. Based on analysis of the macro,fundamental,operational,and guarantee barriers occurring in the college governance- enhancing process,multi- subject governance system in orderly fusion is advocated,in order to form democratic mechanism,build modern governance structure in cooperation and specific responsibility,and consummate modern scientific governance safeguards.
