城市社区居委会权宜性治理行为探析及对策研究

Urban Community Resident Committee: Expedient Governance and Its Countermeasures

在当代中国社区居委会实际运行过程中,一个不争的事实就是居委会已经脱离其社区自治的实体性价值取向和法理属性轨道,行进在一条"类政府组织"的道路上。在现有的居委会组织内部资源禀赋短缺的约束及外部环境因素的制约下,作为"弱者"的社区采取"权宜性治理"方式成为居委会行动的一种"权宜之计"。鉴于此,本文试图通过对当前我国社区居委会运转过程中采取的"权宜性治理"策略主义生发根源进行剖析,并提出解决的对策性建议。

During the actual operation of the community resident committee in China,there is an obvious fact that it has separated itself from the substantial value and legal attribute of the community autonomy. Moreover,it has been on the road of the quasigovernmental organization. Under the restriction of internal shortage of resources and the external environmental factors, the community,as the weak,has taken the expedient governance method which has become a strategy. Therefore,this article attempts to analyze the cause of the expedient governance adopted in the operation of the resident committee in China,and put forward the countermeasures and suggestions.
