京津冀协同发展背景下河北省产业承接效应

Research on the Effect of Undertaking the Industrial Relocation in Hebei Province under the Background of Beijing-Tianjin-Hebei Integrated Development

作为国家重大发展战略,京津冀协同发展以疏解北京非首都功能为核心,产业转移升级成为重点突破领域之一。京津冀地区主要产业存在一定的梯度差异,将从根本上推动区域内产业转移,河北省在承接产业转移过程中要实现产业结构优化升级,发挥承接产业转移的正效应,必须从以下几方面着力:一是分层次、有重点地提升主要产业的承接效益和质量;二是以科技、金融创新驱动河北省产业结构升级,创建协同创新的共同体;三是推动优势产业技术升级,不断提升产业层次,转变能耗高、投入高、污染大的传统制造业的发展模式;四是构建现代产业体系,发展绿色农业、高效农业和现代服务业;五是借助京津人才智库,加大人力资本投资。

The Bejing-Tianjin-Hebei integration initiative,the national development strategy,takes reducing the noncapital functions in Beijing as the core;and the industrial relocation and upgrade will become one of the focus sectors. There is grade difference among the main industries in Beijing-Tianjin-Hebei region,which will be used to fundamentally promote industrial relocation in this region. To realize the optimization and upgrade of industrial structure in undertaking the industrial relocation and give play to the role of the positive effects of industrial relocation,Hebei province should,first,gradually improve the effects and quality of industrial relocation of main industries;second,Hebei province should drive the industrial structural upgrade with the help of science,technology and financial innovation,and create the community of coordinated innovation;third,Hebei province should promote the technological upgrade of industries with advantages,continuously improve industrial level,and transform the development pattern of traditional manufacturing industries with high energy consumption,high investment and serious pollution;fourth,Hebei province should build the modern industrial system,and develop green agriculture,and agriculture and modern service industry with high efficiency;and fifth,Hebei province should increase investment in human capital with the help of think tanks in Beijing and Tianjin.
