上海自贸试验区将成为"四个中心"功能深化与科技创新中心建设的制度保障。"四个中心"建设的深化与科技创新中心发展之间在对外开放功能建设上将实现"机制互动"与"优势互补"。在"四个中心"升级战略下,贸易、金融中心功能将进一步发挥促进高端要素流动与集聚的作用,为科技创新中心"人、财、物"多层次要素构建创新便利化的平台,实现创新要素更有效地转化为创新成果。
