集中连片特困地区多维贫困测度与时空演进

The Multidimensional Measurement of Poverty and Its Spatial-Temporal Evolution in Contiguous Destitute Areas

基于风险与机会视角,使用2001-2013年县级数据对集中连片特困地区663个贫困县的多维贫困进行量化测度,可以分析集中连片特困地区多维贫困和各贫困维度的时空演化和结构变迁特征。测度结果表明:经济新常态背景下,集中连片特困地区无法依托既往同质化的经济增长手段应对差异化的减贫事实。同等能力之下的经济机会差异,以及面临风险冲击之下的行为差异是集中连片特困地区的关键致贫原因,但各片区的贫困维度构成不同。扶贫政策的设定应体现因地施策,并尤为强调非农发展机会的改善和有效的风险管理。

From the perspective of risks and opportunities, this paper uses the county level data between 2001 and 2013 to obtain quantified measurement of the multidimensional poverty in 663 poverty-stricken counties in contiguous destitute areas. This paper will reveal the spatial-temporal evolution and structural changes of the multidimensional pov- erty and each specific kind of poverty in these areas. The result of this measurement shows that under the current situa- tion of economic development, the contiguous destitute areas cannot rely on past homogeneous economic promotion pol- icy to overcome their heterogeneous poverty. The differences in economic opportunities and the differences in the measures taken to deal with risks are the key reasons for poverty in these areas, even though the structure of poverty may vary in these areas. Poverty reduction policies should be made according to various conditions in different areas, and should emphasize on improving opportunities for non-agricultural development and effective risk management.
