摘要
该文以重庆轨道交通建设造价管理为研究对象,从组织管理、人力资源管理的角度,分析城市轨道交通建设过程中存在的比较普遍鲜明的造价管理问题,探讨适合城市轨道交通建设的造价管控组织体系,即造价总控组织:造价组织结构及造价管理的实施流程、绩效考核体系等,以此填补现在业界对于多造价咨询单位共同参与项目成本管理的大型公共项目的造价管控体系的空缺,一定程度弱化目前城市轨道交通项目工程造价巨大、单位造价高的障碍。
Taking the cost management in Chongqing rail transit construction as the study subject, from the perspectives of organization management and human resource management, cost management, a quite obvious common issue in urban rail transit construction, is analyzed, and the cost management and control designed for urban rail transit construction is discussed, namely, the overall cost control system, including cost organization structure and the implementation flow and performance assessment system in cost management. This paper sets to fill the vacancy of the cost control system for large public projects with excessive cost consulting organizations involved in, and to some extent weaken the problems of massive cost and high cost per unit in present urban rail transit construction projects.
