资源型城市节能减排政策执行的问题探析——以安徽省淮南市为例

Analysis to the Problem of Policy Implementation of Energy-saving and Emission Reduction in Resource-based Cities——A Case Study of Huainan City,Anhui Province

资源型城市是我国重要的能源资源战略保障基地和国民经济持续健康发展的重要支撑,其发展过程中的高污染、高耗能等问题长期困扰着各方,唯一的出路就是走可持续发展道路。为此,我国先后出台了一系列节能减排的政策,但是政策在制定、执行等环节仍存在不足之处。文章重点阐释了我国资源型城市节能减排的背景,在梳理安徽省淮南市2000年至2015年间出台的节能减排政策的基础上,对资源型城市节能减排政策执行存在的问题进行分析,最后提出有效可行的应对之策。

The resource-based city is an important security base for China＇s energy resource strategy and a great support to ensure steady and healthy development of national economy. However,problems such as high pollution and energy consumption in the process of its development have long plagued in every aspect. The only way out is to take the road of sustainable development. Therefore our country has issued a series of policies for energy-saving and emission reduction. However,blemishes exist in policy making and execution. This paper explains the background of energy-saving and emission reduction in the resource-based city of China. Based on the energy-saving and emission reduction policies issued in Huainan of Anhui Province during years of 2000 to 2015,this paper analyzes on the problems of these policies and puts forward effective and feasible countermeasures.
