马鞍山市发展“四新”经济问题研究

Research on the Issues of Four New Economic Development in the City of Ma'anshan

马鞍山市发展"四新"经济,即新技术、新模式、新业态、新产业,既是适应发展形势的需要,也是深入贯彻落实国家发展战略和安徽省决策部署的需要,更是为实现自身的转型升级。当前,马鞍山发展"四新"经济存在着人才不足、创新机制不活和经济管理方式传统的制约。马鞍山"四新"经济发展应向新的领域聚焦、构建"2+n+11"协调机制、实施"产业基地+技术创新联盟+产业基金+实训基地"的工作模式、优化政府服务方式、实施柔性人才引进计划。

The development of four new economy,i.e.new teachnology,new mode,new industry condition and new industry,is not only the needs to meet the development of the present situation and to implement thoroughly the national development strategy and the deployment and decision of Anhui Province,but also to realize the transformation and upgrading.Presently,there exist issues of insufficient talents,inadequate innovation mechanism and restricted economic management approach and tradition in this development.Thus,it needs to focus on the new fields,establish the coordinating mechanism formed as 2＋n＋11,implement the operation mode industrial base＋technology innovation alliance＋industrial fund＋training base,optimize the mode of governmental service,and carry out the talent recruitment programs with flexible employment policies.
