安徽省新型城镇化评价指标体系构建及水平测度

On the Establishment and Level Measurement in the Evaluation Index System of New-type Urbanization in Anhui Province

基于对新型城镇化内涵的解读及发展机理的梳理,立足于安徽省发展现状,针对性地设计了包括社会发展、经济发展、生态保护三个维度的安徽省新型城镇化评价指标体系,并选取CRITIC权重赋值方法对省内各地区2012年新型城镇化发展水平进行综合评价,结果显示:安徽省内城市间发展差异明显,其中合肥新型城镇化水平最高,芜湖、铜陵次之,安庆市发展水平最低;至十二五规划中期,安徽省新型城镇化发展基本符合"一带一圈一群"的战略布局,但"带、圈、群"模块间城市发展水平整体呈降序的阶梯状分布。

It is indicated in the corresponding design,based on the interpretation to the new-type urbanization and the carding of the developmental mechanism as well as on the developmental conditions in Anhui Province,of the new-type urbanization evaluation index system including three dimensions of social development,economic developemnt and ecology protection,and in the comprehensive evaulation on the urbanization development level within the Province in 2012 by use of CRITIC weight and valuation method that the difference in the development is obvious within cities,among which the newtype urbanization level is the highest in Hefei,the second in Wuhu and Tongling and the lowest in Anqing,and to the middle period of the 12 th five-year plan the urbanization development basically fits in with the strategic distribution of one belt,one circle and one group while the development level of those cities in the modular of belt-circle-groupas a whole tends to be descendingly in the ladder distribution.
