典型电池工业园周边环境铅承载力研究 被引量:1

Research on Lead Environmental Capacity in Typical Battery Industrial Zone

摘要 近年来,由铅蓄电池生产引发的环境群体性事件时有发生,为防范环境风险,确保环境安全,各地力推涉铅企业入园进区工作。为避免集中建设带来的集中污染,文章根据大气环境质量、土壤环境质量、污染源排放量等现状监测数据,以大气环境质量、大气铅沉降量限值、植物生物阈值、土壤环境质量为边界条件,设置不同情境,对铅蓄电池工业集中区铅环境承载力进行研究。结果显示,满足植物正常生长的生物阈值为边界条件下的铅环境承载力最小,同时土壤环境质量和大气环境质量联合对园区的铅承载力构成影响。园区周边500米防护距离范围全部调整为非农业用地时,土壤环境对于铅承载力(包括年最大允许排放量以及累积排放总量)会大幅增加,但同时大气环境质量会对园区铅年最大允许排放量提出限制要求。 In recent years, group incidents of environment caused by lead-acid battery production occurred a lot,lead-related businesses were moved to industrial zone in various regions to prevent environmental risks and to ensure environmental safety. In order to avoid centralized pollution brought by centralized construction, the paper researches on carrying capacity of lead environment in industrial zone, based on status monitoring data such as atmospheric environment quality, soil environmental quality and pollution emissions, boundary conditions with atmospheric environment quality, atmospheric lead deposition limits, plant biotechnology threshold and soil environmental quality in different scenarios. And the result shows that both soil environmental quality and atmospheric environment quality have effect on the carrying capacity of lead environment in industrial zone. When500 meters protection distance range surrounding the zone was transferred to the construction land, the effect of soil environmental quality to carrying capacity of lead environment(including the maximum allowable emissions and the cumulative annual total emissions) will be highly increased, but at the same time, limits of the maximum allowable emissions of lead in the zone would be proposed by atmospheric environment quality.
