摘要
水环境保护和水资源循环利用问题已日益成为江苏省经济增长过程中亟待解决的任务,其核心是提高水资源利用效率。基于2000—2010年江苏省13个市的统计数据,利用数据包络分析方法研究江苏省13个市水资源利用相对效率的时间序列发展情况,利用Malmquist指数法对江苏省水资源全要素生产率进行横向纵向分析,并重点分析了2001年、2005年和2010年江苏省水资源全要素生产率的变化趋势,同时借助空间相关性分析中的Moran指数研究了江苏省13个市水资源效率在空间上的区域特征。结果表明:2000—2010年江苏省水资源利用相对效率呈倒U形发展趋势,11年来全要素生产率整体呈衰退趋势,13个市水资源利用效率差异明显。对此,江苏省各市应根据实际情况采取不同的措施,促进节水型社会的建设。
The protection and sustainable use of water resources has become a serious task in the increasing economic growth of Jiangsu Province,and the core is to improve the efficiency of water use. Based on the statistical data of 13 cities in Jiangsu Province from 2000 to 2010,the time series evolution of the relative efficiency of water use in 13 cities is investigated by using the data envelopment analysis,and the total-factor productivity( TFP) of water resources in Jiangsu Province is analyzed by means of the Malmquist index method. The change trend of TFP of water resources in Jiangsu Province in 2001,2005 and 2010 is highlighted. The regional characteristics of efficiency of water use in 13 cities are studied using the Moran index in the spatial correlation analysis method. The results show that from2000 to 2010,the relative efficiency of water use in Jiangsu Province has an inverted U-shaped trend,and the TFP has a decreasing trend,and the efficiency of water use in 13 cities is significantly different. In this regard,the above 13 cities of Jiangsu Province should be appropriate to take different measures to promote the establishment of water-saving society.
