摘要
1931年"九·一八"事变与世界经济危机的爆发以及危机后世界各国都推行保护关税的政策,这些因素都是导致1929—1933年对外贸易入超激增的直接原因。解决近代对外贸易入超的主要方法和路径主要包括:彻底取消帝国主义的特权,收回关税自主权,厉行关税保护政策,为国货保留国内市场;以政治的力量发展农村经济,奠定国民经济的基础;厉行生产奖励政策,使国民改变投资的方向;采取金本位,使国货对外价值稳定;设立国营管理贸易及运输机关,使对外贸易占据自动地位;实行输出奖励政策,扩充海外市场;设计发展无形输出,共同维持国际收支平衡的顺利。
After the ＂ 9. 18 Incident＂ in 1931 and the erupted world economic crisis all over the world to implement the policy of tariff protection,these factors are the direct cause of foreign trade deficit surge from 1929 to 1933. The method and path to solve the modern foreign trade deficit mainly includes： completely abolished the privilege of imperialism to recover tariff autonomy and the enforcement of the policy of protective tariffs and keep the domestic market for domestic products; to the political power of rural economic development and lay the foundation of the national economy; enforce production incentives,so that people change the investment direction; take the gold standard,stabilize the domestic foreign value; establishment of state-run trade management and transportation authorities,make foreign trade accounted for automatic position; output policies reward,to expand overseas market; output of the design development of intangible,jointly maintain the balance of international payment smoothly.
