河南省最严格水资源管理分析评价

An Assessment of Water Resources Management in Henan Province

在分析河南省最严格水资源管理指标变化规律的基础上,基于2011-2013年水资源公报采用年尺度的水资源管理"三条红线"评价方法对河南省的最严格水资源管理进行了考核评价分析,并对达标情况进行分级,分析结果表明:从2011年到2013年河南省水资源最严格管理在不断提高,2013年河南省整体为3级,各行政地市中达到1级的1个、2级的4个、3级的7个、4级的5个和5级的1个。因此,在用水总量、用水效率和限制纳污方面还需加强,且今后的重点工作在用水效率的提高和加强污染控制方面。

water resources management on Henan Province are analyzed with the years scale method based on the water resources use from 2011 to 2013.Based on the change law of the indices of water resources management,and the level of goal attainment are classified.The analytical results show that the management level of the water resources in Henan Province from 2011 to 2013is constantly changing for the better,and Henan Province as a whole in 2013 for level 3,there is 1level for 1city,2levels for 4cities,3levels for 7cities,4levels for 5cities,and 5levels for 1city.Therefore,the water amount,water use efficiency and pollution limit will be emphasized in the future work.
