Analysis on the Allocation and Utilization of Health Human Resources in Tibet

摘要 目的:了解西藏地区卫生人力资源配置与利用中存在的不足,为完善西藏卫生人力资源配置并提高卫生人力资源利用提出政策建议。方法:利用PPS抽样方法在全区共调查各类卫生机构181家所有在岗卫生人员。结果:西藏地区级人民医院高质量人才匮乏,护士人员紧缺;各级藏医医院人员需要优化学历机构;公共卫生服务机构需要加强人员引进;县级人民医院人员职称结构和执业资质不合理。结论:需要进一步加强西藏卫生人力资源建设。 Objective:To acquire the allocation and utilization of health human resources in Tibet region so as to propose policysuggestions for implementing the health human resource allocation in Tibet and promote the utilization of health human resources.Methods:Probability proportionate to size sampling(PPS) method was applied to investigate 181 health workers on duty from differ-ent health institutions in the region.Results:There were shortage of high quality staff in the prefecture people's hospitals of Tibet.The staff qualification structure needed to be optimized in the Tibetan medicine hospitals at all levels. More staffs needed to be re-cruited for the public health service institutions. The staff professional level and licensing qualification were unreasonable.Conclusion:The health human resource building needed to be strengthened in Tibet.
