制度变迁:云南黑树林地区的新起点

Institutional change: A new starting point for the development of Yunnan black forest area

云南省黑树林地区水资源纠纷的问题由来已久,对该地区民族问题、资源索取权问题的研究具有历史性和现实性。文章对黑树林地区围绕水资源利用产生的长期纠纷以及黑树林地区目前出现的新变化进行了跟踪研究。目前国内黑树林地区的研究文献比较少。文章从制度变迁角度进行分析,将制度变迁理论与黑森林地区的个案分析相结合并得出相应的启示:从制度变迁来看,当公共资源不能满足人们基本需求时,一是要适时进行制度安排的创新,改革不合理机制;二是调整经济结构,发展当地经济;三是加强公共物品供给。分析认为,社会制度变迁对该地区公共资源使用权的索取、民族团结和地区稳定起到了至关重要的作用,并且该地区的制度变迁是强制性制度变迁和诱致性制度变迁相结合的结果。

The disputes over the water resources in Yunnan black forest area have long existed while the study of the ethnic problems and the resource-using fights in this area has much historical and realistic significance, but the previous findings are rare. This paper gives a historical study of the above-mentioned problems and the new changes through the integration of the theory of the institutional change and the case study of this black forest area. It concludes that when the public resources cannot meet people＇s basic needs, we need to timely give an innovative institutional ar- rangement, and reform the irrational mechanism; the second is to adjust the economic structure to develop the local economy; the third is to strengthen the supply of public goods. The paper also concludes that the institutional change which is an integration of the mandatory institutional change and the induced institutional change plays a crucial role in the obtainment of the fight to public resources, and in strengthening the national unity and stability in this area.
