社会养老保险收入分配效用分析及改革政策建议

A Study on the Effect of Income Redistribution and the Reform Orientation of China's Basic Pension System

随着经济的快速发展,居民收入差距也不断拉大,而作为社会保障的重要部分,社会养老保险有着调节收入分配的重要职能。本研究针对养老保险与收入再分配之间的内在联系展开探讨,基于城乡视角、区域视角以及行业视角对当前社会养老保险调节贫富差距能力不足的原因进行了理论分析和现实考察。研究认为我国的社会养老保险收入再分配的作用没有充分实现,甚至存在"逆向调节",需进一步在均衡收入分配视角下不断优化养老保险制度。

Based on social endowment insurance system to adjust income distribution utility as the center, the authors make use of some relevant theories and data analysis, point out the current situation of income gap in China,think over why our country's social endowment insurance system did not get sufficient play to adjust income distribution utility, but played a reverse role of adjustment. It concludes that it is necessary to further improve our country's endowment insurance system under the perspective of income distribution in equilibrium.
