摘要
目的了解混合所有制医疗机构的发展现状,为引入社会资本参与公立医院改革提供参考。方法结合我国公立医院混合所有制改革的基本情况,选择典型地区的3家混合所有制医疗机构展开案例分析,并利用TOPSIS法评价3家医院改制前后在工作量、工作效率、医疗质量和就医费用4个方面的综合效益。结果公立医院混合所有制改革有利于缓解财政压力,增加医疗服务供给,提高医院的经营管理水平,但对于综合效益的提升仅1家医院显示有积极的影响。结论混合所有制在一定程度上可以促进公立医院改革,但还需要明确和细化操作性政策,加强政策引导和运营监管。
Objective To know the current development of mixed ownership medical institutions and provide references for introducing social capital to promote public hospitals reform.Method Through combining with the review of the reform of the mixed ownership of public hospitals in China,analyzing three typical mixed ownership hospitals as case study,and further taking TOPSIS to evaluate the comprehensive effectiveness of workload,efficiency,quality and medical expense before and after the reform.Result The reform of the mixed ownership of public hospitals is beneficial to financial stress remission,increasing supply of health service and improving operational management level,but reform has positive influence on comprehensive effectiveness in 1 hospital.Conclusion To some extent,the reform of the mixed ownership of public hospitals is effectual,but government departments should clarify,refine practically policies,and strengthen political guidance and operation supervision.
