摘要
一直以来,消防部队始终高度重视事故处置的科学性、专业性、有效性,在实践中总结出许多优秀的消防技战术和实战经验,并对规范制定、消防管理提出了很多好的做法和要求。论文对几起大型石化企业火灾扑救案例进行介绍,分析消防用水的影响因素及其历史原因,结合上海化学工业区的一些具体做法,从总体规划、装备配置和设计、管理、联动等方面因素,对如何保障大型石油化工企业消防用水进行了初步探讨。
Fire brigade has always attached great importance to scientificity, professionalism, and effectiveness of the accident disposal.What＇s more, they established comprehensive fire fighting framework and continuously developed the fire management, rules and procedures based on best practices and lessons learned from practical experiences. This article introduced several large petrochemical enterprise fire fighting cases, analyzed the key factors impacting fire water demand and its related legacy issues and then discussed on how to ensure the sufficiency and effectiveness of fire water supplying in the large-scale petrochemical enterprises by presenting the proposed measures applying to one live case ＂Shanghai Chemical Industrial Park＂ from the overall planning, equipment configuration and designing,cross-teams collaboration, the monitoring mechanism to the implementation of regular fire drill and disaster recovery schemes.
