摘要
现有文献大多认为,政府职能转变主要依靠政府主动简政放权;同时,表现为一个具有方向性的变化过程,即从管控转向服务。然而,政府职能转变是一个真实的实践过程,其转变方向不仅受政府主动性驱使,更受其他行动者的影响。文章以Z市物业管理条例中与业委会相关的政府职能的变化为素材,考察政府职能发生了怎样的变化以及为何发生这些变化。文章认为,政府职能转变是嵌于实践逻辑的,外部行动者对其有重要影响。
The current literature of the change of governmental functions argues that the dynamics of change de- rives from government decentralization; moreover, the changing direction is from control to service. However, the transformation of governmental functions is a practical process beyond the capacity of theories, in which the adverse transformation phenomenon can be observed, e.g. governmental functions changing from service to con- trol. Taking the transformation of governmental functions on property management for an example, this article explores how and why adverse transformation happens. This analysis may shed light on the governmental func- tions change we have witnessed in the past thirty years.
