Open Governance of Public Security Technological Ecosystem

吸取开放治理和技术生态系统精髓,提出公共安全技术生态系统开放治理的新思维,分析了公共安全技术生态系统的内生矛盾与外部困境,即技术标准与技术颠覆、技术试错与技术成本、技术合作与技术竞争三对矛盾以及预防性创新产品采纳困境,最终提出了采用技术预见为工具,以"开放""生态""系统""治理"为核心原则的战略构想,以期缓和系统内生矛盾,打破预防性创新有积采纳瓶颈,为公共安全技术可持续发展提供参考。

Having absorbed the essence of open governance and technology ecosystem,the paper proposes a new thought on the open governance of public security technological ecosystem,and analyzes the internal contradictions and external dilemma,including technology standards and revolution,technology error-trial and cost,technology cooperation and competition as well as the adoption dilemma of the preemptive products.Finally,it suggests the tool of technology foresight be used to improve the adoption of preemptive innovation products for the reference of sustainability of public security technology.
