摘要
20世纪20年代早期,托洛茨基从自身的认知出发,阐述了官僚主义产生的原因——党内民主制度的缺失、党员干部脱离生产实践和社会成分的复杂多样;指出其产生的危害有:扼杀党的首创精神、造成新老两代的对立和产生反革命思想;对此,其提出的解决办法为:活跃党内民主、建立正常的党内交流机制、科学对待党内派别活动和继承党的优良传统。研究托洛茨基的早期反官僚思想,这对于当前我们推进党的群众路线教育、深化人事制度改革和反腐倡廉具有一定的启示意义。
In the early 1920 s,Trotsky explained the reason of bureaucracy from his own cognition:the lack of inner-party democratic system,the complexity and diversity of the party members and cadres from the production practice and social composition.The harm that it produces includes:killing the spirit of the party's initiative,causing the opposition of the new and old two generation and producing the counter revolutionary thought.Solution is suggested as active party democracy,the establishment of normal intraparty communication mechanism,scientific treatment of the party's activities and the party's fine tradition of inheritance.The research of Trotsky's early anti bureaucratic thought has certain enlightenment significance for promoting the party's mass line education,deepening the reform of personnel system and anti-corruption,and it has certain research value.
