当前我国体育社会组织的发展困境及对策

The Developing Predicament and Countermeasure of Sports Social Organizations at Present in China

本文采用文献资料等研究方法分析了当前我国体育社会组织的发展困境,并提出改进策略。研究认为,体育社会组织是由公民自愿组成的、为满足大众体育需要服务的、不以谋利为宗旨的公益性组织。它具有非盈利性、民间性、自愿公益性、自治性等特性,具有社会管理、满足民众多元化的体育需求、促进人的全面发展、营造活跃的体育氛围等功能。本文根据其当前发展面临的整体基础薄弱、官民二重属性明显、身份不合法、相关立法滞后等问题,提出诸如完善相关法律体系、强化体育社会组织建设与培育工作、加快推进改革、创新政府与体育社会组织的合作方式等具体建议。

Through the analysis of relevant literature,the current developing dilemma of the sports social organization in China is summarized,and the improvement strategy is put forward. Considering that sports social organization is the public welfare organization,which is composed of the citizens voluntarily,is used to satisfy the sports requirement of the common people,and is not profit- oriented; which has the characteristics of nonprofit,folk,voluntary public welfare,autonomy; and the functions of social management,meeting people＇s diversified sports needs,promoting people＇s all- round development,creating a lively atmosphere for sports and so on; its current developing is facing the weak foundation as a whole,the significant double attribute of the officials and people,the illegitimate identity,the missing relevant legislation; propose to improve the relevant legal system,strengthen the building and cultivating of sports social organization,accelerate the reform,innovate the cooperating mode of the government and sports social organization.
