取消赛事审批权背景下政府职能转变的向度研究

Research on the Degree of Government Function Transformation under the Background of the Cancellation of the Sports Event's Approval Power

党的十八届三中全会以来,中央政府关于体育赛事发展的利好政策不断释放,这些政策的出台将对我国体育赛事以及整个体育产业的发展产生前所未有的积极影响,同时也对我国政府部门的职权转变带来了空前的机遇与挑战。文章首先对我国取消体育赛事审批的巨大效应进行了阐释,在此基础上,提出了我国政府职能转变的四个向度,包括:思想观念——转变体育赛事管理观念,构建服务型政府;赛事体系——现有体育赛事的组织体系必须调整,压缩与创新并举;治理手段--政府的体育赛事治理手段必须转变,依法治理体育赛事,谋求治理能力现代化;保障措施--部门协同配合,为体育赛事的举办提供高效的综合保障等。

Since the Third Plenary Session of 18 th Party National Congress,the central government on the development of sports events favorable policies continue to release,the introduction of these policies will have a positive impact on China ＇s sports events and the development of the whole sports industry,but also to the government departments of power change has brought unprecedented opportunities and challenges. First,the paper explains the huge effect of China＇s cancellation of sports events,on the basis of this,the paper puts forward four dimensions of Chinese government function transformation,including：the concept of ideological concept,the construction of service oriented government; the competition system,the organization system of the current sports events must be adjusted,the government＇s sports event management means must be changed.
