Research on Connotation and Path of Archives Open under the Open Government Background

档案开放在新的现实背景下,其内涵和外延已发生深刻变化。文章客观分析传统档案开放的局限性,基于国外开放政府背景下档案开放的新理念与实践,依据档案学范式的演进理论和档案记忆、权利属性的认识拓展,从档案信息、档案开放形式、档案馆职能、档案人、档案管理机制等角度提出对档案开放的认识及具体实现途径。

Under a new realistic background, archives open have been undergoing profound changes in connotation and extension. After a brief introduction to the new ideas and practice of archives open under foreign open government background, the article proceeds to analyze the limitation of our traditional archives open. And then based on the evolutionary theory of archive science paradigm and cognition on archives memory and its right attribute, the paper puts forward the way to interpret, understand and implement archives open from multiple perspectives including archival information, open form, function of archives, file personnel and archives management system.
