供给侧改革视角下的中国制造与商品流通协同发展战略研究

On Coordination Development Strategy of ChineseManufacturing an Commodity Circulation from the Perspective of Reform of Supply Side

后金融危机时代,劳动力成本上升、要素边际生产率下降、经济杠杆失衡、国际需求不足、制度短板明显、经济规律作用等因素合力使供给侧改革成为破解中国经济问题的有效途径。要践行改革,必须理顺中国制造与商品流通的关系,以二者的协同发展为起点和终点。考虑到中国经济问题的特殊性,研究认为能够推进中国制造与商品流通协同发展的改革方略是供给侧改革为主导,融入需求侧管理手段。随着侧重源头治理的供给侧改革战略不断深入,中国制造与商品流通逐步回归互为支撑的内生关系,人民币国际化的质与量会同步增加,中国经济新动能会快速集聚,与供给侧匹配的制度体系会趋于完善,最终使中国经济的质可持续提升。

In post-financial crisis era,as the labor costs are rising,elements of marginal productivity are declining,economic leverage is out of balance,international demand is inadequate,system shortcomings become obvious,economic rules work,etc.All the above-mentioned make the reform of supply side a valid approach to solve Chinese economic problems.To implement the reform,we must handle well the relationshipbetween Chinese manufacturing and commodity circulation,take their coordination development as the starting and end point.Considering the particularity of Chinese economic problems,the article holds that：to promote thereform strategy of coordinated development of Chinese manufacturing and commoditycirculation,supplyside reform should be integrated with the demand-side management.Further study of the supply side reform should be carried out for Chinese manufacturing andcommodities circulation so as to reduce production capacity,inventory,leverage,and cost and make up shortcomings.As the source-control supplyside reform is continuously deepened,Chinese manufacturing and commodity circulation will gradually restore the intrinsic relationship of interdependence,the internationalization of RMB is simultaneously on rise in terms of quality and quantity,new drive for Chinese economy will rapidly gather up,regulation system compatible with supply side well get perfect,and in the end all these will help Chinese economy improve sustainably in terms of quality.
