The Ethical Significance of National Governance

国家治理的核心伦理问题,是必须保证国家公共权力在人类道德价值观念允许的范围内运行,其核心任务是必须保全国家公共权力的内在善性,杜绝政治腐败,强化国家治理的道德合理性基础。国家治理的最重要伦理价值目标是维护分配正义。分配正义、国民基本权利和国家公共利益在本质上具有内在一致性。共享发展理念,就是以强调分配正义为核心内容的中国特色社会主义发展理念,是国家治理走向现代化的最重要标志。在伦理手段的选择上,从以德治为主、法治为辅的国家治理模式转向德治和法治相结合的国家治理模式,有助于对国家公共权力的运行进行"双保险"式的管控,从而使德治和法治方略真正成为国家治理的手段善或工具善。在国家治理的国际伦理空间中,克服狭隘民族利己主义的伦理路径在于,确立尊重国情差异性和世界文明多样性、积极促进世界和平与发展的国际伦理观,承担维护国际正义的道德责任。

The central ethical issue in national governance is the necessity to ensure that the public power of the state is exercised within the compass permitted by moral values,and the state's major task is to preserve the inherent goodness of public power,put an end to political corruption,and strengthen the moral rationality of national governance.The most important ethical value goal in national governance is the maintenance of distributive justice.Distributive justice,the fundamental rights of citizens and the national public interest are essentially internally consistent.The idea of sharing in the fruits of development is the socialist idea of development with Chinese characteristics,which has an emphasis on distributive justice as its core content,and is the most important indicator of the modernizing of national governance.Regarding the choice of ethical means,the shift from a national governance model that rests mainly on rule by morality supplemented by the rule of law to one that combines rule by morality with the rule of law facilitates the practice of'double insurance'control over the state's public power,thus making the strategy of rule of morality plus rule of law into an instrumental good or means to good supporting national governance.In the international ethical space for national governance,the ethical approach to overcoming national self-interest involves establishing an international ethical view that respects differences in national conditions and the diversity of the world's civilizations,and assuming the moral obligation to maintain international justice.
