去产能是煤炭行业供给侧改革的重心之一。在探究煤炭行业产能过剩原因的基础上,评述各类产能过剩的治理措施,并针对煤炭行业去产能规制存在的问题,从科学评估目标、量化分析工具、科学实施兼并重组、创新驱动变革等方面提出相应的完善建议。

A de-capacity would be one of the key points to the supply front reform of the coal industry.Based on the study on the overcapacity causes of the coal industry,the paper stated the control measures of each type overcapacity.According to the problems existed in the de-capacity regulation of the coal industry,the relevant improved proposals were provided on the target scientific evaluation,quantitative analysis tools,scientific implementation on the merger and reorganization,innovation driving reform and other aspects.
