东盟崛起背景下的中国东盟关系——自我认知变化与对外战略调整

The China-ASEAN Relationship under the Rise of ASEAN Background:Self-Awareness Changes and Foreign Strategy Adjustments

自2010年中国东盟自贸区建成以来,中国东盟经贸关系持续发展,但南中国海问题不断升温成为双边关系深化的瓶颈。东盟经济发展与地区身份变化显示,东盟在过去20多年里也经历了一个崛起过程。东盟的崛起改变了其自我认知,并引起其对处理与大国关系战略的调整。具体来说,东盟为维护地区"中心地位"选择以更积极的"战略性疏远"手段维护大国平衡结构。一个明显的表现就是在与其他大国关系进展速度明显落后的情况下,东盟利用南海问题平衡与中国日益密切的经济相互依赖。东盟大国战略的这种调整,对中方以深化中国东盟相互依赖关系为主导原则的一系列倡议和措施形成了很大挑战。未来一个时期,经济利益对中国东盟双边关系的捆绑功能会不断减弱,为推动"一带一路"战略,中国需要创新合作思路。

Since the establishment of China-ASEAN Free Trade Area in 2010, the economic and trade relations between China and ASEAN have developed sustainably, but the growing concerns on the South China Sea have become a bottleneck to deepen bilateral relations. The ASEAN economic development and regional identity changes imply that ASEAN has experienced a rise process over the past 20 years. The rise of ASEAN changes its self-awareness, and induces the strat- egies adjustment to deal with relations with major powers. Specifically, ASEAN choosing a more positive ＂strategic aliena- tion＂ means to balance major powers in order to maintain its regional ＂central role＂. An obvious manifestation is while the relations with other major powers have significantly lagged behind, ASEAN uses South China Sea dispute to balance the in- creasingly close economic interdependence with China. The above strategy adjustment is a great challenge to a series of initiatives and measures proposed by China to deepen China-ASEAN relations. In the future, the binding function of economic benefits will continue weakening and China needs innovative cooperation ideas to promote One Belt and One Road initiatives.
