摘要
以日本首都圈为例对日本的区域创新政策进行了系统梳理和分析,日本的区域创新体系正在向网络化和地方政府主导转变,科技和产业领域的财团法人和社团法人在首都圈区域创新体系中发挥重要的科技中介作用,最后针对中国京津冀一体化存在的问题提出要提升区域内各地区的自主创新能力、合理调节首都和周边地区的资源配置、加强科技中介组织建设的建议。
Based on the provincial panel data of high-tech industry during 2003-2013 in China, the paper improved the nonlinear dynamic threshold model combined with dynamic and endogenous, and the intellectual property protection is introduced into the mechanism of independent innovation of high- tech industry. The research shows that the mechanism of the independent innovation on Patent output of the high-tech industry has a significant dynamic threshold effect of intellectual property protection; In general, when the level of intellectual property protection is small, independent innovation has a significant positive drive on patent output, on the contrary, independent innovation has a negative impact on patent output to a certain extent. With the strengthening of intellectual property protection, the mechanisms of three independent innovation modes also exist differences, the original innovative mode can minimize its adverse effects; regional heterogeneity of intellectual property protection is notable, and a small number of economically developed eastern regions should tend to integrate innovative mode, or balance intellectual property rights, to promote patent innovation of high-tech industry.
