摘要
高校作为行政时代背景下的行政主体,其权力内涵与传统意义上的行政权力有着明显的差异。对高校行政权力的监督控制宜采取自我规制的方式,即在围绕职权事项排查、评定廉政风险等级的基础上,有针对性地开展廉政风险防控分级管理、分级教育,在预防、监督、处置等三个环节上,加强预防分析机制、宣传教育机制、决策管理机制、监审督察机制、激励惩处机制和恢复修正机制的建设,让行权履职主体形成不敢腐的惩戒意识、不能腐的防范意识、不易腐的自律意识。
As the administrative subject under the background of administrative era,the power connotation of universities is obviously different from that of traditional administrative power. Self- regulation,based on investigation of the power items and assessment of risk levels of clean administration,should be utilized to supervise and control the administrative power in universities so as to carry out the graded management and graded education of clean administration risk prevention. Moreover,stress should be laid on the construction of effective mechanism,including prevention and analysis mechanism,publicity and education mechanism,decision- making and management mechanism,supervision and examination mechanism,reward and punishment mechanism,repairment and amendment mechanism,all these are intended to cultivate the awareness of punishment,prevention and self- discipline.
