信仰与行动:新媒体时代草根NGO的政策倡导分析——基于倡导联盟框架的个案研究

Belief and Action:A Case Study of Grass-root NGOs' Policy Advocacy in the New Media Age——Based on Advocacy Coalition Framework

在新媒体时代,以大爱清尘为代表的草根NGO积极开展政策倡导活动,推动尘肺病等社会问题进入政府决策议程。以倡导联盟框架为理论基础,发现大爱清尘在进行政策倡导的过程中,建立了以自身为主导的联盟,与以政府为主导的联盟存在信仰系统和价值理念的分歧与冲突,致使大爱清尘所倡导的公共政策难以被政府决策者直接采纳。但大爱清尘以其创始人的身份优势进入政策子系统后,通过推动公共舆论、动员社会公众、争取财政资金等,获取相应的联盟资源;将人大、政协作为合适的政策场地,通过"部门选购"提升政策倡导成功的可能性;为打破"政策僵局",主动组建公共政策研究中心等"专业论坛",最终推动政策倡导的实现。大爱清尘的案例研究为其他草根NGO在新媒体时代的政策倡导提供了经验借鉴,也部分地印证了倡导联盟框架在我国的本土适用性。

In the new media age,grass- root NGOs like Love Save Pneumoconiosis launches policy advocacy actively,which promotes pneumoconiosis and other social issues into govemmentalagenda.Basedon Advocacy Coalition Framework,Love Save Pneumoconiosisestablished a self- centered coalition which conflicts with the government- dominated coalition on belief and values,resulting in the difficulty for its advocated public policy to be directly adopted by the government decision makers.However,after Love Save Pneumoconiosis entered policy subsystem with the advantage of its founder＇ s status,it obtained resources by promoting public opinion,mobilizing the general public and seeking financial funds;meanwhile choosing NPC and CPPCC as proper policy venues and enhancing the success of policy advocacy by venue- shopping.In order to break the policy deadlock,Love Save Pneumoconiosisorganized professional forums to build a platform for policy learning,which ultimately promoted successful policy advocacy.The case of Love Save Pneumoconiosis has an enlightenment significance for grass- root NGOs＇ policy advocacy,and also partially proves that using Advocacy Coalition Framework to explain policy change in China has a certain rationality.
