摘要
民国政府基于实业救国思潮的影响和职业教育教师严重短缺的现实,不断对教师薪酬政策进行调整以扩建职业教育师资。颁布的政策包括:职业教师的薪金倾斜政策、养老金及恤金优待政策、职业教师服务奖励政策等。这一系列政策的实施缓解了当时教师短缺的局面,提高了教师队伍的整体素质。借鉴这一政策体系,我国当前应该加大对"双师型"教师薪酬的制度倾斜;完善职业教育教师奖励制度;优化职业教育教师的进修政策,改善"双师型"教师的规模与质量;肃清"重学轻术"的文化陈垢,凸显教师的薪酬竞争力。
Based on the reality of the influence by the trend of thought of saving the nation by engaging in industry and the critical shortage of the professional education teachers, the government of Republic of China started to adjust teachers remuneration policies to expand professional education teachers constantly. The polices include: professional teachers' salaries tilt policy; pensions and entitlement preferential policy; professional teachers incentives policy and so on. All the polices supplementary have eased the situation of the shortage of teachers resources and improve the whole quality of the teaching body. According to the policy system, the current professional education should increase the salaries tilt policy of 'double-professionally-titled teachers'; perfect the award system of professional education teachers; optimize the further education system to improve the quality and quantity of 'double-professionally-titled teachers'; clean up the culture of 'heavy light' dust and dirt, highlight the teacher's pay competitiveness.
