摘要
从20世纪80年代开始,韩国把终身学习理念和方略融入到教育政策中,积极加强成人学习政策建设,在政策体系、参与部门、财政支持等方面形成了完善的框架。通过政策建设与实施,成人学习者在参与数量、学习项目、学习满意度等方面取得了一定成效,同时有效推动了学习型城市建设。从韩国成人学习政策框架与效果经验看,需要建立灵活多样的成人学习政策体系,提升终身学习意识,为弱势群体提供更多的学习机会,通过加强数据监测,有效呈现成人学习政策效果。
Since the 1980s, South Korea had integrated lifelong learning theory and strategy into education policy to strengthen the construction of adult learning policy actively, and had formed its own framework in the aspect of policy system, participating department and financial support. Adult learners achieved certain results in quantity, learning program and learning satisfaction through policy development and implementation. Meanwhile, it promoted the construction of the learning city effectively. According to adults learning policy framework and effective experience of South Korea, we need to establish a flexible system of adults learning policy, enhance the awareness of lifelong learning, provide more learning opportunities for vulnerable groups, and strengthen the data monitoring, to present the achievement of adults learning policy effectively.
