The opinion on exploratory implementation of social organization consultation makes how to construct consultative organization become a hot topic in theoretical circle. The analysis of the correlation between social organization amount and government information disclosure shows that there is a close relation between social organization development degree and consultation performance. The analysis of specific data of the evaluation on national associations and commercial associations in 2014 reveals that the development insufficiency of social organization and social capital is the bottleneck of the implementation of social organization consultation. China should use service performance to increase the covering network of the social organization, use external institution to boost internal norms democracy, use institution innovation to promote the accountability of the social organization, cultivate social capital of the social organization fitting for consultative democracy, and push forward consultative social oruanization construction so as to boost the overall imolementation of social organization consultation.
