中小河流治理项目与资金管理探讨——以东北地区为例

Control of small and medium rivers and funds management——taking Northeast China as an example

以东北地区为例,分析了目前中小河流治理项目与资金管理中仍然存在的主要问题,提出了进一步完善中小河流治理中央补助资金分配方式的建议和适当下放前期审批与组织验收权限等解决问题的思路与对策,以期为我国"十三五"期间的江河湖库水系综合整治规划的顺利实施提供借鉴和参考。

Main issues related to projects of small and medium river control and funds management are examined by using Northeast China as an example. Suggestions include further improvement of funds distribution of central government subsidy for small and medium river control and decentralization of power for project approval at early stage and check and acceptance. It may provide experiences for effective implementation of comprehensive control plan of river-lake water systems in the 13 th Five-Year Plan period.
