当前,我国市场经济体系发生了深刻变化,传统的管理型经济正在向企业家经济转变,创业已成为中国经济最具革命性的核心武器。"创业学"研究为认识论和方法论基础,基于创新、协调、绿色、开放、共享发展理念体系(以下简称"ICGOS发展理念")的确立,从价值创造、均衡驱动与企业家经济等三大维度深入剖析国家层面与31个省(直辖市、自治区)创业政策的失范与冲突,探究创业政策系统的内容框架、行动逻辑及可靠性策略等。

At present,China＇s market economic system,has undergone profound changes,the traditional management based economy is transferring to entrepreneur＇s economy,entrepreneurship has become the most revolutionary core weapon. With the research foundation of epistemology and methodology by Jeffry. Timmons,this article,based on Innovation,Coordination,Green,Open and Shared development concept system（ hereinafter referred to as＂ICGOS development concept＂）,from three dimensions namely as value creation,balanced drive and entrepreneurial economy,deeply analyses the state and 31 provinces（ municipalities and autonomous regions） entrepreneurship policy＇s anomie and postconflict,and explores content framework of entrepreneurship policy system,operationmechanism,action logic and reliability strategies.
