摘要 目前我国面临气象服务市场开放、气象服务主体向多元转变、国外大公司进入中国市场的局势,亟需厘清供给侧、需求侧发展新思路。通过关注国内外气象服务市场动态,参照国外商业气象服务发展历程,提出我国气象服务市场特色发展思路,即界定商业气象与公益气象的明确界线;打破垄断,共享市场公平竞争;通过自主创新、协同创新等方式,协调系统内外多元化产品生产能力;需求侧为导向,开拓气象服务市场。并提出需妥善处理的几个关系:公益气象与商业气象、服务市场与服务主体、气象服务多元主体之间的关系。 Based on overseas and domestic meteorological service market development and foreign commercial meteorological service development, some ideas of characteristic development of meteorological service market in China were put forward, namely, defining the boundary between commercial service and public welfare service; To break the monopoly, to share the fair competition in the market; to coordinate the diversified products production capacity by independent innovation and cooperative innovation,; to take demand as the guidance, and to explore meteorological service market. Several relations need to by properly handled: commercial meteorology and public welfare meteorology, services market and service main body, the relationship between multiple subject of meteorological service.
