It is believed that Khrushchev＇s Soviet era sports public organization to national background is that economic growth and national philosophy and its return to the government management reason is： rigid ideology under the framework of social organizations, the party organization expansion and replace the administration of social affairs management, the authority of the state ideology and the lack of traditional culture in village social autonomy consciousness and so on. China＇s sports public administrative organization reform should adhere to the party＇s leadership and guidance, but to avoid the party and government,and strive to build civil society, strengthen the foundation of sports social management.
