全球医疗保障制度改革过程中"有管理的竞争"理论已经被许多国家所接受,并具体应用到新的医疗政策法规的制定当中,体现了全球公共管理及医疗改革的大趋势。以有管理的竞争为视角,通过梳理美国、英国、德国医疗保险改革的成功经验,探讨这一理论对我国现阶段医改的启示,进而为破解新医改中的难题提供参考依据和政策支持。

＂Managed competition＂ theory in the global health care system reform process has been accepted by many countries and specifically applied to develop new medical policies and regulations, which reflects the global trend of public administration and health care reform. From the perspective of managed competition, combing through the successful experience of health insurance reform in the United States, Britain, and Germany, explore the enlightenment of the theory on present stage of health care reform in China, and thus provide a reference and policy support to break the problems in the new medical reform.
