以问题为导向的公安执法规范化建设研究

Problem-oriented research on construction of law enforcement standardization for public security

执法规范化建设是依法治国战略的必然要求,是公安执法能力的主要抓手,是构建和谐警民关系的重要载体。目前的执法规范化建设存在执法理念不够科学、执法主体不够专业、执法行为不够标准、执法管理手段比较单一、执法流程比较随意的问题。以问题为导向,笔者提出了公安执法规范化的路径选择——"四化"建设。即,执法队伍专业化建设、执法行为规范化建设、执法管理系统化建设、执法流程信息化建设。

The construction of law enforcement standardization is an inevitable requirement of the strategy of the rule of law, a main starting point for the public security law enforcement capacity, and an important vehicle to build a harmonious community relationship. The concept of law enforcement is not scientific enough,the body of law enforcement is not professional enough, the behavior of law enforcement is not standard enough, the management tool of law enforcement is relatively simple, and the process of law enforcement is casual in current construction of law enforcement standardization. Problem-oriented, the author proposes a choice for public security on law enforcement standardization-- the ＂four-izations＂ construction. That is,construction of the specialization of law enforcement force, construction of the standardization of law enforcement behavior, construction of systematization of law enforcement management, and construction of informationization of law enforcement process.
