In recent years,the border incidents have occured frequently,which should be paid more attention to address the hidden danger of border security. As the social control system,the strategy of ＂getting on well with the inhabitants and maintaining a harmonious border atmosphere＂faces severe challenges. So it is urgent to further practice the strategy by the rule of law,and to promote it into the orbit of the rule of law.
